Joint report about “Listing State-Owned Enterprises (SOEs) in Emerging and Developing Economies”

The report “Listing State-Owned Enterprises (SOEs) in Emerging and Developing Economies – Lessons Learned from 30 Years of Success and Failure” has just been released. The SOE listing report was spearheaded by the World Bank’s Joint Capital Markets Program (J-CAP) in close cooperation with Oliver Wyman, the African Securities Exchange Association (ASEA) and the Ministry of Finance of Luxembourg which has cofinanced the report.

The report aims to help policymakers and practitioners to better understand SOE listings, the potential effects these could have on their local capital markets, and under what conditions they can be successful and impactful. The report also includes a summary of the most recent research on the impact of SOE listings on the broader economy, which should guide policymakers in the difficult decision on when and how to use listings as a tool to divest SOEs.
